The fact is that emergency services outside the plane have a better chance of assessing the situation from outside. Having the blinds open allows them to see the plane's exterior and allows more light in the cabin for extra visibility too.
This way, with the help of passengers inside the flight, cabin crew can avoid a mishap or an accident. There's another reason behind dimming the lights. According to a pilot named Chris Cooke, The procedure is done to adjust the eyes of the passenger more quickly to darkness.

Chris Cooke said , "Imagine being in an unfamiliar bright room filled with obstacles when someone turns off the lights and asks you to exit quickly." He further added that passengers are also asked to leave blinds up upon descent for similar reasons.
